§ 95.09   STREET OR SIDEWALK OBSTRUCTION.
   (A)   No person shall obstruct any street, alley, sidewalk, public ground, or other public way within the municipality by erecting thereon any fence, structure or building, or permitting any fence, structure or building to remain thereon unless authorized by the Village Manager. In the event the Village Manager does not authorize the person to obstruct any street, alley, sidewalk, public ground, or other public way, said person may appeal the Village Manager’s decision to the Village Council within 10 business days of the date of the denial. Each day that any unauthorized fence or building is permitted to remain upon such street, alley, sidewalk, public ground, or other public way shall be deemed a separate offense.

   (B)   Whoever violates this section is guilty of a misdemeanor of the third degree.
