§ 31.03   APPOINTMENT, DISMISSAL AND SUSPENSION OF EMPLOYEES.
   The Village Manager, except as otherwise provided in the Charter, shall appoint and may dismiss, suspend, and discipline all officers and employees in the administrative service under the control of the Village Manager.
