(B) The existence of such conditions:
(1) Contributes substantially and increasingly to the spread of disease and to losses by fire and accident, necessitating excessive and disproportionate expenditures of public funds for the preservation of public health and safety, for the maintenance of adequate police, fire and accident protection and for other public services and facilities;
(2) Constitute an economic and social liability;
(3) Substantially impairs and arrests the sound growth of the community; and
(4) Creates a public nuisance.
(B) The elimination of this menace on private property requires the village to exercise its police power by regulating and entering on private property to remove junk, junk vehicles, rubbish or trash and abate the public nuisance for the general welfare of the citizens of the village.
