(A) Every owner, lessee or head of a household dwelling unit shall have a responsible garbage collection carrier to remove or dispose of the waste and garbage material accumulating or emanating from such dwelling unit.
(B) Whoever violates this section shall be guilty of a minor misdemeanor and subject to a fine of not more than $100.
