Thereafter in the month of May of each year the County Health Officer or in his or her absence the Chief of Police shall make a thorough sanitary inspection of all public and private property in the municipality and shall transmit his or her report together with his or her recommendations to the Village Council on or before June 1. A copy of the report shall also be sent to the State Department of Health.
