Section 3.09 of the Charter provides that the Village Council, subject to the provisions of the Charter, and after consultation with the Village Manager, shall adopt an Administrative Code, which shall provide in detail the organization of the government, define the powers and duties of each municipal agency and determine the administrative procedures to be followed. Amendments to and revision of the Administrative Code, as set forth in Part One of Title III of this code of ordinances, shall be made by the Village Council only after consultation with the Village Manager. Provisions of the Administrative Code shall supersede those of the state law in case of conflict.
