§ 76.29   MOVING PARKED VEHICLE.
   Except in or in connection with the performance of their duties by members of the Police Department and of the Fire Department and by employees of the division of highway maintenance and except for the purpose of clearing the way for transit vehicles, it shall be unlawful for any person to move any vehicle left standing on a highway by another person, unless with the consent or by the direction of the owner or person in charge of such vehicle.
