Council shall establish a Housing Board of Appeals. Members of said Board shall be appointed by the Mayor with approval of Council. All rules, regulations and requirements necessary for the operations of said Board shall be established by ordinance. Housing Board of Appeals shall hear appeals of persons or companies affected by the decision of the building inspector.
