For the purpose of bringing about a timely transition to the form of government prescribed in this Charter, the first council members shall be elected on November 2, 1993. Their terms shall be staggered with the four persons receiving the highest number of votes serving a term of four years and the three receiving the next highest number of votes serving a term of two years.
