(A) Droves of animals. No person shall drive or cause to be driven any drove of animals on or through any highway or public ground unless a permit so to do has first been obtained from the Village Manager.
(B) Horses or cattle on highway. No person shall negligently permit or suffer an animal of the horse or cattle kind to run away or to be at large on a highway.
