§ 73.40   ADVERTISING ON VEHICLES.
   (A)   Generally.
      (1)   No person shall operate or park on any highway any vehicle for the primary purpose of displaying advertising. However, in the case of public undertakings, or undertakings sponsored by charitable, benevolent, or religious organizations, the Village Manager shall be authorized to issue temporary permits for such advertising display on vehicles where no charge is made for the use of the vehicle.
      (2)   In granting any such permits, the Village Manager may impose such limitations and restrictions as may be conducive to the public welfare.
   (B)   Distributing cards and stickers.
      (1)   No person shall place or affix or cause to be placed or affixed in or on any vehicle parked or standing on a highway or any public property being used for parking purposes, any card, ticket, advertisement, or paper.
      (2)   Any person, firm, or corporation whose name appears on any such card, ticket, advertisement, or paper as the owner or maker of or dealer in the things advertised shall be deemed prima facie to have caused the distribution of such card, ticket, advertisement, or paper.
