(A) Gathering at scene of accident.
(1) No driver of any vehicle shall proceed to the scene of an accident or other emergency so as to interfere with the progress of vehicles of the police or other village department proceeding thereto; nor shall the driver of any vehicle stop or park vehicles in the vicinity thereof.
(2) Pedestrians shall not gather or assemble, so as to interfere with or impede police officers or other persons in performing their duties or in rendering proper service at the scene of the accident or other emergency or for the purpose of advertising or offering any service for hire.
(3) No person shall thereat solicit gainful employment of any nature, or otherwise interfere with or impede traffic on the streets or the proper and efficient rendition of service to persons or property involved in, or affected by, such accident.
(4) This section shall not be construed as applying to ambulances, clergymen, or physicians and their vehicles, vehicles of a public utility company, or commercial vehicles that are responding to an express request from one of the parties involved in such accident, or in response to a request from the Police Department.
(B) Leaving scene of accident.
(1) No person who has been the driver of a vehicle involved in an accident with another vehicle or some other object shall leave the scene of such accident without contacting a police officer for purposes of supplying such officer with the details of the accident.
(2) Whoever violates this section shall be guilty of a misdemeanor of the first degree.
