(A) No person shall operate a vehicle on any street or highway in willful or wanton disregard of the safety of persons or property.

(B) Whoever violates this section shall be guilty of reckless operation, a misdemeanor of the fourth degree. Upon showing that such person has been convicted of a prior violation of this or any substantially similar section, such person is guilty of a misdemeanor of the third degree.
