Every motor vehicle with an internal combustion engine shall, at all times, be equipped with a muffler, or other device serving a similar noise or vibration limiting purpose, which shall operate so that no loud noises or disturbing vibrations result, emanate, or occur from the operation of that vehicle which disturbs the peace and quiet of a neighborhood or interferes with the transaction of business or other ordinary pursuits, and no person, partnership, firm, or corporation shall use a muffler cutout, bypass, or similar device on a motor vehicle on a public street within the boundaries of the village.
