All positions in the municipal service shall be filled as stated in Section 8.01, except the following:
(a) Members of the Council
(b) Members of Boards and Commissions
(c) Manager
(d) Department Heads
(e) Clerk of Council
(f) Secretary to the Manager
(g) Chief of Police
(h) Fire Chief
(i) Temporary Employees of exceptional professional or scientific qualifications engaged as consultants for limited periods of times. Seasonal and part-time employees.
