(A) No directing officer or operator of any railroad locomotive, railroad cars, or railroad train shall direct the operation of or operate the same in such a manner as to interfere unreasonably with the use of a street for purposes of travel.
(B) The blocking of a street by a locomotive, railroad car, or railroad train for a period of more than five minutes shall be a prima facie evidence of a violation of this section.
