There shall be no primary election for Municipal offices. Nominations for the office of Council Member shall be made by petition only in the standard forms for the nomination of non-partisan candidates for such offices filed with the Hamilton County Board of Elections at least 90 days before the day of the election. Candidates for Council shall file petitions containing the signatures of no less than 25 voters.
