No tax upon the earnings or income of any person, business, or corporation within majority of electors the Municipality shall be levied without the approval of a voting thereon. Taxpayers residing in Lincoln Heights who are 65 years of age or older during the taxable year shall receive a tax credit of $50.00, or such amount as shall be allowed in the computation of Ohio State Income Tax Liability.
