§ 70.31   VILLAGE MANAGER TO PLACE AND MAINTAIN TRAFFIC-CONTROL DEVICES.
   It shall be the duty of the Village Manager to place and maintain traffic-control devices required by the traffic code, and he or she is authorized to place and maintain such other traffic-control devices as he or she shall deem necessary for the proper control of traffic.
