If Council fails to adopt a temporary appropriation ordinance by December 31 of the current year, the amounts appropriated for current operation for the current fiscal year shall be deemed adopted for the ensuing fiscal year on a month-to-month basis, with all items in it prorated accordingly. But no later than the first day of April of the current year, a permanent appropriation ordinance shall be adopted. Council shall provide for a public hearing upon such permanent appropriation ordinance, and may amend such ordinance at any time. Adoption of an appropriation ordinance shall constitute appropriations of the amount specified therein as expenditures from the funds indicated.
