§ 42.02   TERMS OF OFFICE.
   Members of Council shall be elected for four-year overlapping terms. At the first municipal election after the adoption of this Charter, November 2, 1993, each of the four candidates receiving the largest number of votes shall be elected to four-year terms of office, and each of the three candidates receiving the next highest number of votes shall be elected to a two-year term of office. Thereafter, beginning November, 1995, all members of Council shall be elected to a four-year term of office. All Council terms shall begin on the first day of January after the municipal election and Council shall meet on the same date for the purpose of organizing.
