(A) No person shall place refuse, trash or garbage at the curb or curb line before 5:00 p.m. on the day before the scheduled pick up day. If the scheduled pick up day is a holiday, the refuse pick up is the following work day.
(B) Any receptacle used to place such refuse, trash or garbage at the curb or curb line shall be removed before 9:00 a.m. on the day after the scheduled pick up day. As used herein, "removed" means that said receptacle shall not be visible from the front of any dwelling.
(C) Whoever violates or fails to comply with this section is guilty of a minor misdemeanor and shall be fined not more than $100 for each offense. A separate offense shall be deemed committed each day during or on which a violation or noncompliance occurs or continues.
