The Manager shall be appointed solely on the basis of his/her executive, administrative, urban planning, fiscal and public executive administrative management experience. There will be special preference to actual experience in, or knowledge of, accepted practice in respect to the duties of the office as hereinafter set forth. He/she need not be a resident of the Municipality or State at the time of his/her appointment. He/she may reside outside of the Municipality while in office only with the authorization of the Council.
