The municipal government provided by this Charter shall be known as the “Council-Manager Government.” All legislative powers of the Municipality, except those limitations imposed by the Constitution of the State of Ohio, shall be vested in an elected Council, which shall enact local legislation, adopt budgets, determine general policies and appoint a Manager. The Manager shall see that policies and legislation adopted by the Council are enforced and shall administer the government of the Municipality.
