(A) The Board of County Commissioners, by this subchapter, creates the Spring Creek tributary coordinated drainage area. The Spring Creek tributary coordinated drainage area is created pursuant to SDCL § 46A-10A-18.
(B) The purpose of the Spring Creek tributary coordinated drainage area is to provide a planned network or method of natural or human-made drainage, or both, to benefit all parcels of real property within the coordinated drainage area.
(C) The Board of County Commissioners shall be the ex-officio board of directors which shall govern the Spring Creek tributary coordinated drainage area.
