(A) Any person violating any provision of this chapter for which no specific penalty is prescribed shall be subject to § 10.99 of this code of ordinances.
(B) The construction of an access without a permit, or if the permit holder is in violation of the specific terms of a permit, is punishable by a maximum fine of $500, in addition to any other civil or criminal penalties provided by law.
