Any person who intends to conduct any development in a flood hazard area or buffer zone shall first make application to the Floodplain Administrator and shall obtain the required permit prior to the start of development. Permits are required for all proposed construction and other developments, including the placement of manufactured homes, within Zone A or AE on the community’s FIRM and within 100 feet of distance or eight feet of elevation (whichever comes first) from a special flood hazard area.
