(A) The length, width, and shape of blocks shall be determined with regard to provisions of adequate building sites suitable to the needs of the use contemplated; the need for convenient access, circulation, and safety of traffic; and topographic conditions.
(B) Block lengths shall generally not exceed 1,300 feet in length and shall be normally wide enough to provide for two tiers of lots of an appropriate depth.
