§ 30.19 AUTHORITY OF BOARD.
   (A)   The Airport Board shall have the authority and responsibility to make recommendations to the Board of County Commissioners concerning all matters of airport improvement, care, regulation, and management.
   (B)   The Airport Board shall have no authority to appropriate and expend public monies on the airport or incur any obligation therefor by the county.
