The state legislature has in G.S. Chapter 143, Article 21, Part 6; G.S. § 153A-121; and G.S. § 160D-923, delegated to local governmental units the responsibility to adopt regulations designed to promote the public health, safety, and general welfare. Therefore, the Board of Commissioners does ordain as follows.
