The Administrator shall review all applications for zoning permits to ensure compliance with all regulations of this subchapter. All applications shall be complete prior to review by the Administrator. The Administrator in his or her discretion may request that additional information be submitted necessary to ensure a thorough and complete review of the application. All applications shall be submitted with a nonrefundable fee in accordance with a fee schedule adopted by the Board of Commissioners. The provision of G.S. § 160D-405 relating to appeals shall apply to this subchapter.
