The county recognizes that it is primarily the function of appropriate federal and state agencies to monitor the transportation, treatment, and disposal of soils containing hydrocarbons. However, the county recognizes that the agencies are frequently understaffed and underfunded. One purpose of this subchapter is, therefore, to supplement and complement the activities of the federal and state agencies in the areas covered by this subchapter.
