Whereas the immediate operation of the provisions of this subchapter is necessary for the preservation of the public health, public safety, and general welfare, an emergency is hereby declared to exist, and this subchapter shall be in full force and effect from and after its passage by the Board of Commissioners and publication and posting as required by law.
