§ 110.30 GROUNDS FOR REFUSAL OF LICENSE.
   The license shall not be issued:
   (A)   To any person who shall have been convicted of an offense against the provisions of this subchapter within the two years next preceding the filing of his or her application;
   (B)   To any partnership of which a member shall have been convicted as provided in division (A) above;
   (C)   To any person as an individual or as a partner who has been convicted of a felony, a misdemeanor involving moral turpitude, or convicted of unlawfully selling whiskey or violation of any provision of the Controlled Substances Act of the North Carolina General Statutes;
   (D)   To any person who is not a citizen of the United States and a resident of this state, except in the case of a corporation, in which case the manager shall be a citizen of the United States and a resident of this state;
   (E)   To any partnership of which the partner of partners who are to be in active control of the business are not citizens of the United States and residents of this state;
   (F)   To any person as an individual or as a partner who has a reputation in the community in which he or she resides for immoral character or who is a habitual user of intoxicating liquors or narcotic drugs;
   (G)   To any corporation which has itself been convicted or of which any officer or director has been convicted of a second offense against the provisions of this chapter wither two years next preceding the filing of its application;
   (H)   To any corporation of which any officer or director has been convicted of a felony, a misdemeanor involving moral turpitude, or is of immoral character of is a habitual user of intoxicating liquors or narcotic drugs; and/or
   (I)   To any person who plans to locate the billiard tables in an area of the county unsuited as the location of a billiard parlor so as to create a public or private nuisance.
