The County Tax Supervisor shall forward the application to the County Sheriff who shall review the information set forth in the application, and investigate the premises where the billiard tables are to be located, the reputation for character of the applicant and its employees and agents, and the immediate community where the billiard tables are to be located. The Sheriff shall report to the Board of Commissioners concerning the suitability of the immediate community, the physical premises, and the applicant and his or her employees or agents, and the Sheriff shall recommend to the Board of Commissioners that the application be approved or denied.
