Commercial, industrial, and institutional establishments shall provide for disposal of solid waste by authorized collection agencies, or shall be individually responsible for disposal of waste in accordance with the provisions of this chapter. No commercial, industrial, or institutional wastes shall be disposed of at recycling and convenience sites. Commercial, industrial, and institutional establishments shall be subjected to any fees as may be approved by the Board or as may be provided by this chapter.
