All residential solid wastes generated within the county shall be conveyed to an approved and permitted in the county sanitary landfill site or a county-operated solid waste management facility by approved and licensed private agencies or by individuals. Individuals residing in the county may deposit household wastes at recycling and convenience sites in accordance with this chapter. Any violation of this section shall be punishable as a Class 3 misdemeanor, and any person convicted of the violation shall be subject to punishment as provided in G.S. § 14-4. Each day a violation continues shall be deemed a separate offense, and shall be subject to monetary fines and injunctive relief as provided in § 52.99 herein.
