Solid waste from commercial, institutional, and industrial establishments shall be placed in garbage receptacles, bulk containers, or other containers. Liquid or putrescible wastes shall be placed in containers constructed of durable metal or plastic that are watertight and have tight-fitting lids, with handles sufficient for convenient handling. Any violation of this section shall be punishable as a Class 3 misdemeanor, and any person convicted of the violation shall be subject to punishment as provided in G.S. § 14-4. Each day a violation continues shall be deemed a separate offense, and shall be subject to monetary fines and injunctive relief as provided in § 52.99 herein.
