§ 70.08 OWNER RESPONSIBILITY.
   If any vehicle is found illegally parked in violation of any provision of this subchapter regulating stopping, leaving abandoning, or parking of vehicles, it shall be prima facie evidence that the automobile is registered in the name of the owner, who shall be liable for the violation.
