All industrial users of the sewage works shall be required to pay monthly user charges based on rates proportional to waste loading as determined by the district, and as will be made a part of the district sewer rate structure. This system of charges is based upon the annual audit of the operation and maintenance costs of the entire sewage collection, pumping, and sewage treatment system. Additionally, the replacement cost for vital equipment is included in the user charge determination.
