The Board of Trustees may enter into an exclusive contract or agreement with any person for the collection and disposal of recyclables, ashes, trash and garbage, or any portion thereof, throughout the town, or it may at its discretion make provision for the collection and disposal of recyclables, ashes, trash and garbage by others.
