Proposed rules and regulations shall be submitted to the Town Attorney and shall be subject to approval by him or her for legality. Before becoming effective, such rules and regulations shall be published in accordance with either of the methods set forth herein below, selection of the method to be followed to be made by the adopting authority.
(A) By publishing the rules and regulations in full as adopted by ordinance pursuant to C.R.S. §§ 31-4-102(3) or 31-4-302, in accordance with the provisions of C.R.S. § 31-16-104, once only in a newspaper of general circulation in the town.
(B) (1) By filing one copy of the rules and regulations with the Town Clerk, one copy with the Town Attorney, and one copy with the person authorized to make the rules and regulations; provided, however, that, if this method of publication be adopted, there shall be published by the adopting authority a notice stating that the filings have been made, and setting forth the dates of such filings.
(2) Such notice shall be published once in a newspaper of general circulation.
