No officer, employee, agent or agency, board or commission or member thereof of the town shall have power or authority to adopt any rules or regulations, save and except by and under the authority of specific provision of statute or ordinances of the town, setting forth the area and scope of rules and regulations permitted and specifying the person authorized to make rules and regulations.
