It shall be the duty of each member of the Police Department to take notice of all nuisances, impediments, obstructions and defects in the streets, avenues, alleys and other public ways and places and to remove the same or cause immediate notice thereof to be given to the proper town officer whose duty it may be to take measures in relation thereto according to the code of ordinances and the ordinances of the town.
