(A) The Board of Trustees of the cemetery, immediately after their appointment, and annually thereafter, shall meet and organize by the election of a President and a Secretary and such other officers as they may deem necessary.
(B) The Board of Trustees of the cemetery shall have the power to:
(1) Adopt such by-laws, rules and regulations for their own governance and for the government of the cemetery as they deem expedient;
(2) Submit annually a capital improvements plan to the town identifying the sums necessary to fund the improvements desired during the budgetary year; and
(3) Accept such gifts of money for cemetery purposes as they deem expedient.
