§ 32.005 FAILURE TO RETURN BOOKS AND OTHER ITEMS.
   Any person who should fail to return any book or other item belonging to said library, according to the by-laws duly made and adopted by said Library Board, shall be fined as described in the policy adopted by the Board members of the library in effect at the time for each and every offense.
