(A) (1) Pursuant to C.R.S. §§ 31-16-201 et seq., as amended, there is hereby adopted as the Plumbing Code of the town, by reference thereto, the International Plumbing Code, 2018 Edition, published by the International Code Conference, 4051 West Flossmoor Road, Country Club Hills, IL, 60478-5771, to have the same force and effect as if set forth herein in every particular.
(2) The purpose of this code is to provide minimum standards to safeguard life or limb, health property and public welfare of the residents of the town by regulating and controlling the design, construction, installation, quality of materials, location, operation and maintenance or use of plumbing systems in the town.

(B) The following sections as contained in the International Plumbing Code, 2018 Edition, are hereby amended and herewith set forth in full and adopted, as follows:
Section 103.2 Administrative Authority. This Code is intended to be suitable for mandatory application by governmental bodies that exercise legal jurisdiction over plumbing installations and for use by insurance inspectors. The Authority having jurisdiction for the enforcement of this Code shall be the Colorado State Plumbing Board pursuant to C.R.S. 12-155-105. The authority having jurisdiction for enforcement of the code will have the responsibility for making interpretations of the rules, for deciding on the approval of equipment and materials, and for granting special permission contemplated in a number of the rules.
The authority having jurisdiction may waive specific requirements in this Code or permit alternate methods where it is assured that equivalent objectives can be achieved by establishing and maintaining effective safety.
This Code may require new products, constructions, or materials that may not yet be available at the time the Code is adopted. In such event, the authority having jurisdiction may permit the use of the products, constructions, or materials that comply with the most recent previous edition of this Code adopted by the jurisdiction.
Section 108.4 Violation Penalties. Any person who violates a provision of this code or fails to comply with any of the requirements thereof or who shall erect, construct, alter or repair mechanical work in violation of the approved construction documents or directive of the building official, of a permit or certificate issued under the provisions of this code shall be subject to penalties as described by law and upon conviction of any such violation, such person shall be punishable by a minimum fine of One Hundred Fifty Dollars ($150.00) and a maximum of Five Hundred Dollars ($500.00).
