(A) (1) The fire hydrants connected to the town’s distribution system shall be under the immediate charge of the Town Manager, or the Manager’s designee, and shall be available for access of the Fire Chief of the Limon Area Fire Protection District or the Chief’s designee.
(2) It shall be unlawful for any person or persons to interfere with any such hydrant, either by turning the water on or off at the same, or interfering therewith in any manner whatsoever, without approval of the town or the Limon Area Fire Protection District.
(3) Any person other than those specially permitted, as aforesaid, to operate and use any such hydrant in any way, shall be liable for any injury or damage thereto.

(B) (1) It shall be unlawful for any person in any manner to obstruct the use of any fire hydrant or fire alarm, box or place any material in front thereof or within five feet from either side thereof or to restrict access to the apparatus by placement of a fence, shrub or other landscaping feature.
(2) Any and all material forming such an obstruction may be forthwith removed by the Town Manager, or the Manager’s designee, at the risk, cost and expense of the owner or claimant thereof.
