Within 30 days after the effective date of the franchise code, or 30 days after the termination of franchise negotiations, the town shall send to the franchisee, by certified mail, return receipt requested, an accounting which shall contain an itemization of all costs incurred by the town as set forth in § 114.002 of this chapter.
