The drawing of inflammable liquids from tank cars shall not be permitted at any location where, in the judgment of the Town Manager, or the Manager’s designee, such operation would be unsafe to life and property. The person or firm to whom such tank cars are consigned shall empty such cars within a period of 12 hours, and shall complete the emptying within 24 hours from the time such tank cars are placed in possession for unloading.
